The SIs only reference a race qualification time of 6 hours for the lead boat in a class to finish. There was no "boat" qualification time stipulated. As such, individual boats can not be scored TLE. Boats finishing after six hours (when the race committee wrapped up) were to take their own times and report them to the RC the same day. Since the race was qualified for all classes, Put-In-Bay should not be scored TLE as referenced in the HHSA racing rules. If they stopped racing and didn't record a finish time, they should be scored DNF.
Concerning counting DNCs for awards, HHSA racing rules count only the boats entered for a race. "Entered" is defined as showing up and checking in. DNCs are not included. There is no other definition in the SIs that changes the HHSA RRs. For Commodore Cup points for CBYRA sanctioned races and for HHSA high points, DNCs are not included in the boat count for those points. Please let me know if you have any questions or comments. Finish times are correct. The RC recorded a time for Gaia, even though it was after TLE. Lee Tucker should be added to both RC lists.
A question for Hank. In the past have we included DNCs in the count to determine how many award places, or only those who actually start?
